§ 3. Technical standards.

In the construction, maintenance and operation of a cable television system, grantee shall at all times fully comply with technical standards established by the rules and regulations of the Federal Communications Commission applicable to such system.

Every twelve (12) months from the date service is first delivered in the franchise area grantee shall test its system performance to ensure compliance with the technical standards established by the rules and regulations of the Federal Communications Commission. Such test shall include measurements at grantee's receiving antenna as well as various parts of the system. Grantee shall file a report of the test results with the county within ten (10) days of test completion.
