§ 12. Public service.

Within one (1) year of the effective date of the franchise, the grantee shall provide and maintain without expense to the county one (1) free cable "drop," outlet and regular subscriber service to each county, state, and federal office building, school, technical institute, college, library, sheriff's office, fire station and rescue squad located within four hundred (400) feet of its energized distribution lines. The grantee agrees not to charge installation or monthly service fees for its CATV service to said recipients.
